Stabilisation programme PV 2009
In March 2009, the Swiss parliament agreed measures to support the Swiss economy (Stabilisation Programme, Stage 2). To this end, it approved an additional credit of CHF 710 million for 2009. Of this, a total of CHF 20 million will go to the funding programme for new photovoltaic plants on the waiting list for cost-covering feed-in remuneration.
Conditions of the funding: The investment funding will be approved only for photovoltaic plants
- Which were registered with the national grid company Swissgrid for cost-covering feed-in remuneration (CRF) by 31 December 2008,
- Which were placed on the waiting list, and
- Which have not yet commenced construction.
Application procedure:
The application procedure is handled by Swissgrid on behalf of the Swiss Federal Office of Energy (SFOE).
Swissgrid sent out application forms to all eligible projects on the CRF waiting list on 7 April 2009. Those wishing to claim investment funding were required to complete and return the original copy of the application form to Swissgrid by the closing date of 30 June 2009.
Note: Construction of the project may not begin until funding authorisation has been received.

Conditions of participation
- The project must have been registered for cost-covering feed-in remuneration (CRF) by 31 December 2008.
- The project must have been registered on the waiting list.
- Construction may not begin until the application has been approved and the project has received funding authorisation.
- Applications can be submitted up to 30 June 2009 or until the total funding sum of CHF 20 million has been used up. There is no automatic entitlement to funding.
- Date of application is the date on which the completed
application form is handed in at a Swiss post office (date of
postmark).
Projects will be considered based on the date of the application. If it is not possible to consider all project applications received on the same day, projects with the biggest output capacity will be considered first. - The guarantee of origin (GoO) for electricity fed in by the plant will be issued automatically by Swissgrid in favour of the Swiss Federal Office of Energy for a period of three years or until such time as the plant can be entered in the CRF system (depending on which event occurs first) The blocking period begins as of the plant commissioning date.
- Under Art. 7a of the Energy Act, grid operators are obliged to take delivery of electricity produced from renewable energies and to provide remuneration. Remuneration shall be in line with market prices and based on the cost the grid operator would have to pay to purchase equivalent energy.
- Participation in the Stabilisation Programme PV 2009 does not affect your position on the CRF waiting list. In the event that there is a change in the general CRF conditions that would allow more plants to be accepted into the CRF funding programme, plants will be considered according to the order of the waiting list, irrespective of whether or not they participated in the Stabilisation Programme. Conversely, following expiry of the three-year blocking period for the marketing of GoOs, there is no automatic entitlement to acceptance into the CRF programme.
- In the case of plant renovations or extensions under Art. 7a (1) of the Energy Act and Art.3a of the Energy Ordinance, investment funding applications can only be made for extensions.
- The plant must be built according to the type and size registered with Swissgrid for CRF.
Notification of commissioning
- The plant must be commissioned by 30 June 201010 at the latest, and swissgrid must be notified of the commissioning, otherwise funding authorisation will be cancelled.
- When notifying Swissgrid of the commissioning, the following documents must be enclosed:

- «Verified plant data» form
- Acceptance protocol with detailed technical description
- Detailed accounts
